The draw uses a preannounced NIST Randomness Beacon pulse on September 2 so the outcome can be reproduced.
Twenty five attendees are selected, followed by ten alternates in order. Duplicate entries are removed first.
Selected attendees receive a private email. Unclaimed places move to the next person on the alternate list.
How fairness is checked A public NIST Randomness Beacon pulse supplies the seed. The published draw tool removes duplicate emails, ranks every eligible entry with the same deterministic method, then selects the first 25 and ten alternates. Private applicant information is never published.
